When I try to install:

Microsoft .NET Framework 3.0: x86 Language Pack (KB928416)

I always get 0x13EC error.

Try converting that code to its decimal equivalent and then do
a web search with that...

I also have that problem. The strange thing about it is that it is alredy
downloaded.
