After several months (literally) of attempting to find a resolution to this
problem, I'm back again on this forum and unfortunately no closer to a
solution. Please note ALL the relevant MS KBs (relating to error 0x80070005)
have been tried without success, most have been tried repeatedly. All the
appropriate permissions <<seem>> to be as they should. A lot of other
suggestions have been tried, including reapplying default security policy for
the entire machine, but without success. I'm at my wits end with this...

OS -> WinXP Pro SP2
Symptom: 0x80070005 is returned when Windows Update attempts to install new
update software (download is successful).

Three symptoms:

I can manually start and stop the automatic update service, however the
install seems unable to stop the service (see log extract below).

Manually attempting to register the Windows update dlls (with the automatic
update service stopped) leads to a failure on JUST waueng.dll with the
message "DllRegsiterServer waueng.dll. failed Return code was 0x80070005"

Attempting to make the system re-attach the Local System account (Automatic
Update [service] properties-> Log On tab) , kicks another error: "Unable to
open service wuauserv for writing on local computer. Error 5: Access is
denied"

The WindowsUpdate.log entry looks like this:

Security lies at the heart of this I'm sure, but I'm stumped...

We were having the same problem on a PC we just setup from scratch with a
Windows 2000 Open License CD. After the base install, when we ran Windows
Update all the patches installed except KB896727. After 10+ attempts using
Windows Update, we ended up going into Control Panel and deleting the entry
there (it was there only once); and then after another couple of attempts did
not work, we manually downloaded the patch from the Microsoft website to the
PC we were setting up:

We download the option for Internet Explorer 6 Service Pack 1 on Microsoft
Windows 2000 Service Pack 4 or on Microsoft Windows XP Service Pack 1, saved
it locally on the target PC and then installed it. It installed without
incident and after restarting the workstation and going to the Windows Update
site, no longer got the "failed" error message (0x80070003).
