My windowsupdate was not working. MS suggested I reinstall XML parser, which
did not work. I looked at the activex tools I had installed, as I kept
getting asked to install the same activex controls over and over before
having the installer kill the entire process and generate an error message.
I actually had two error messages:
0x80246002 (first)
0x8007041d (later)
I finally noticed that activex control
{9F1C11AA-197B-4942-BA54-47A8489BB47F} was damaged. Specifically, IUCTL.DLL
was damaged/broken. The dependent files can be found at below link, and just
need to be extracted into C:\WINDOWS\SYSTEM32, or at least that fixed my
problems:

Caveat: check your Downloaded Program Files subfolder in the Windows folder
to see if your activex control is broken before doing the above, else you'll
waste your time.
