Not able to get Windows update to run.
Go to Windows Update, it says something failed. Re-register as recommended.
After 100% it gives 0x8007041D error.

BITS is running.
Automatic Update svc cannot run.

Please help. thanks.

No AU service is an indication that the OS is either XP/WS2K3/W2K.

And, most likely, an indication that malware has either prevented AU
from running or damaged it.
Using Internet Explorer, start here:
http://onecare.live.com/site/en-us/center/howsafe.htm

If the system can not be scanned by the OneCare Protection scanner, then
suggest you either start with the Windows Malicious Software Removal Tool:

or, Malwarebytes anti-malware: http://www.malwarebytes.org/

Click the "Download - free version" link.

IF/when malware is detected, then strongly suggest that you post to a
reputable anti-malware forum for further assistance:

Always state your full Windows version (e.g., WinXP SP3; WinXP 64-bit SP2;
Vista SP1; Vista 64-bit SP2; Win7; Win7 64-bit) when posting in a forum or
newsgroup. Please do so in your next reply.

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a(another) Norton or McAfee application ever been installed on the
computer (e.g., a free-trial version that came preinstalled when you bought
it)?
