0x80070641 - Office SP3 Updates

Unable to install the following updates that were released on 8/8/2006:
Security Update for Office XP (KB920821)
Security Update for Office XP (KB921567)

I have attempted reinstalling Windows Installer.
I have attempted to uninstall Office with the intention of doing a fresh
install, but am unable to uninstall the program.

The error message I receive when attempting the above mentioned is:
"The Windows Installer Service could not be accessed. This can occur if you
are running Windows in safe mode, or the Windows Installer is not correctly
installed."

I am not running Windows in safe mode. I am running it as Administrator. I
was also able to download every other update just fine.

I have been using TuneUp Utilities 2006 for the past week or so, but I undid
all the changes that were made. The only other thought is that I used Belarc
Advisor to tighten my PC security and maybe one if the CIS suggested settings
caused the issue, but I have no idea which one it would be.

Any help would be greatly appreciated. Thanks!
