I am using Kerio firewall, disabling it cures the problem,too.
Pretty dangerous practice to keep net wide open for long downloads.
I found that just letting Kerio to keep system32/svchost.exe output open
cures the 0x80072EE2 problem.
There is plenty of traffig going out through svchost according to
Kerio reports.
Kerio:

Details : Outgoing TCP, local port 3362
I usually keep all MS services IO blocked without any adverse effect to
anything else.
