0x80072EE2 in Windows 2000 SP4 IE6

I have an error 0x80072EE2 in two windows 2000 sp4 machines with IE6.
I tried with http://support.microsoft.com/default.aspx/kb/836941, but
didnâ€™t work, I canâ€™t update from Microsoft. I also installed BITS 2.0 and
WinHTTP 5.1

Could be because of my ISP? Do I need to open any port on the router?
