I spent 12 hours yesterday and last night at this discussion and Google;
tried all the fixes I found. The one that finally worked last night was the
following, 'registration of the files' by TaurArian [MS-MVP] 2005-2006.

In case anyone else has this problem, here'e what mine was.

It was caused by my 3rd party firewall (Anthenium Security Suite) provided
free by my ISP (cox.net.)

Set the firewall to Medium and everything works fine. If it is set to High,
the error messege appears.

Don't know why something didn't ask for permission while set on High.

Anyway, hope this will help someone.
