0x8007f004 error installing WMF patch

I am getting an 0x8007f004/do not have permission to install error when
installing the latest patch for XP.

I am running this on XP SP2, logged in as a domain administrator. I have
already done the tip posted earlier about the 0x8007f004 error, regarding
setting the "Manage auditing and security log" in the policies--it still
doesn't work.

Any suggestions? I've tried it both through Windows Update and via a manual
download and install--no luck.

Me again--just an update with more info: First, this is happening for our
whole network. Second, it's happening even if we log in to a machine
locally, in Safe Mode.
