So I've fought the 0x80092026 error several times and finally found a
solution. It seems that mine may be from doing SYSPREP and using Group
Policies. I found the solution at
http://www.updatexp.com/cryptographic-service.html
Apparently it is a problem that shows up as a Cryptographic Service Problem.
If you weed through everything the only thing I had to do was the following:
> Group Policy -> User Configuration -> Windows Settings ->
> Internet Explorer Maintenance -> Security -> Authenticode Settings ->
> Enable Trusted Publisher Lockdown

> Where the box has been checked.
> Disabling the checked box made the bug
> disappearing
This was one of the VERY LAST solutions, so I had gone through everything
else to no avail, but with this, bang-boom-zip, I made the change and it
worked.
