This is another suggestion for this error (I don't believe this "error" is any different between v4 or v5 ).

I'm quoting Allen H at Microsoft.
<Quote>
Please try and registry the following dll's and then check to see if you
have resolved the error.

The problem may occur if the softpub.dll file is missing or not registered
properly.
Register Softpub.dll
1. Click Start.
2. Choose Run.
3. In the Run box, type regsvr32 SOFTPUB.dll.
4. Click OK.
The problem may occur if the Mssip32.dll file is missing or not registered
properly.
Register Mssip32.dll
1. Click Start.
2. Choose Run.
3. In the Run box, type regsvr32 Mssip32.dll
4. Click OK.
The problem may occur if the Initpki.dll file is missing or not registered
properly
Register Initpki.dll
1. Click Start.
2. Choose Run.
3. In the Run box, type regsvr32 Initpki.dll.
4. Click OK.

Hi

If the instructions in Maurice's post didn't help, you should try
this as well:

You may receive an error message when you search for available
updates on the Windows Update Web site

Hi, RyanJr;

The 0X800B0001 error basically indicates a folder path issue; but that is
probably because some critical parts of your OS aren't working right. I
think.

Check the 0X800B0001 solution section in this article:
http://www.jsiinc.com/SUBQ/tip8400/rh8430.htm posted by a MS MVP.

Not sure on that one, and it isn't likely a Windows Update issue. Try "wab
/a" from the Start/Run line. If that doesn't work, check out MVP Tom Koch's
website for info (http://insideoe.tomsterdam.com/files/wab.htm) or post
about your OE address book problem in the
"microsoft.public.windows.inetexplorer.ie6_outlook express" newsgroup on
server msnews.microsoft.com
