This error code translates to ERROR_INTERNET_CANNOT_CONNECT.
Check to see if you have ActiveX filtered on your router/firewall.
Also, disable a proxy if you're using one and see if that works.

Hi Greg,
I was scratching my head about why I couldn't update, then recalled that I
had stuck on all the filters on my router to make it super safe.
Duh!
