0x80246008 XP Update- critical assistance needed

I HAD SP-2 for XP, but, due to an OS mess-up, I wiped out a few apps. Thanks
to Dell's so-called "tech support", the situation went from bad to full-on
exponentially EVIL. I had to "repair re-install"- thus taking me from SP2
back to SP1, and though I've repaired a LOT of the software issues, I can't
update SP1 enough to re-progress to SP2, so I can continue with my life
[technology... makes life easier...].
When I try to reconstruct the last its of SP1 (so I can go back to SP2), I
get the error: 0x80246008 . Please help me get back to where I was before I
followed Dell's "tech support" that led me from an inconvenience to system
scramble (and they expect me to pay for their support error)- so I can
complete XP SP1 to be able to reinstall SP2, since Dell's "support"
retrograded me to the original XP release due to a "repair Reinstall".

You may receive an error message that contains the "0x8DDD0018" code or the "0x80246008" code when
you try to download updates from the Microsoft Windows Update Web site or from the Microsoft Update
Web site

MS solution posted by another user:

This error 0x80246008 can be caused by multiple factors. When the issue occurs again, I suggest we
perform the following steps to troubleshoot this
issue:

Step 1:

Install MSI 3.1 via the following link:

<http://www.microsoft.com/downloads/details.aspx?familyid=889482FC-5F56-4A38-B838-DE776FD4138C&displaylang=en>

Please install Windows Installer 3.1, restart and try the updates again. If possible, please disable
all firewall or anti-virus applications first.

Step 2:

Go to Start -< Run, type in Services.msc and press Enter. Please check the following services:

"Remote Procedure Call" (RPCSS) should be enabled, Automatic
"COM+ Event System" (EventSystem) should be enabled, Manual
"System Event Notification Service" (SENS) should be enabled, Automatic
"Volume Shadow Copy" (VSS) should be enabled, Manual
"Microsoft Software Shadow Copy Provider" (SWPRV) should be enabled, manual.

Step 3:

Go to Start -> Run, type in Reghedit and press Enter. Navigate to:

HKEY_Local_Machine\Software\Microsoft\WindowsNT\Cu rrentVersion\SvcHost

In the right pane, double-click to open the netsvcs key. Under Value Data, add BITS to the list of
services. Click OK. Exit the registry. Restart the
system and check out Windows update again. If still fails, proceed to Step 4:


(Additional information added to original posting: Be careful with the above Step 3 modification -
make sure that the entries are not highlighted before attempting to enter BITS or you'll lose the
other entries.)

Step 4:

Click Start. Choose Run. In the Run box, type regsvr32 qmgr.dll. Click OK.
Click Start. Choose Run. In the Run box, type regsvr32 qmgrprxy.dll. Click OK.

Step 5:

Go to command prompt (Start -> Run -> type in CMD and click OK), run the following command

Reg add HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\BITS\Parameters /v ServiceDll /t
REG_EXPAND_SZ /d %windir%\System32\qmgr.dll

(All one line. Since this command is complex, please copy it and right click on the Command Prompt
window -> Paste, then Enter.)

(Additional information added to original posting: The above command may wrap to more than one line
therefore you may have to copy the same to notepad so that it's one line - including any spaces in
the line)

Then please restart the PC and retry Windows Update

If the above command does not work, please try the following again:

Reg add HKLM\SYSTEM\CurrentControlSet\Control\BackupRestor e\FilesNotToBackup

Restart the PC and retry Windows Update. If still no success, go to Step 6:

Step 6:

Go to C:\Documents and Settings\All Users\Application Data\Microsoft\Network

(Note: Application Data is a hidden folder, so ensure you go to My Computer -> Tools -> Folder
options -> View, check Show hidden files/folders)

Delete the Downloader folder.

Please take your time performing the above steps ............................

we can go to step 2 to start the BITS service first.

If you face the error code 2147024894, then go to step 5
If 1083 error is received, try step 3
if you received 2147024893 - 0x80070003, try step 6

step 4 is a general step to register two dll files for BITS service, a good
step.
