0x8024D007, will not update?!

When I go to the site, on a PC with Win XP SP2, it says it is checking the
tool, then lets me download it - it downloads, copies, then registers, and
hits this error. I basically can't seem to get it to allow me to see the
updates.

The wesite literally doesn't seem to work on this PC. Any help would be
great!
