Next, ensure that both BITS and Automatic Updates are not set to
Disabled in the Services console. Go to Start, Run, type in
services.msc
Click OK
Scroll down to Automatic Updates and Background Intelligence Background
Service (BITS).
AU *must* be set to Automatic.
BITS can be set at either Manual or Automatic.
Next, click go back to AU and Stop the service.
If BITS is running, Stop that, too.
Show hidden files, folders, and system files :

Then navigate to the WINDOWS\Software Distrbution folder.
Delete the Software Distribtution folder.
If you get an Access Denied error, then just rename it to
Software Distribution.old.
A new Software Distribution folder will be created when you first visit
Windows Update.
Restart AU in the Service console.
Close the Services console.
Restart the system.
Revisit Windows Update.
Did that resolve the issue ?
