0xC000001D on KB951847 and Win Installer issues

XP SP3. Been trying to resolve this issue on my parents' PC. They've been
receiving "Windows Installer Service Cannot Be Accessed....." message for a
couple of months. I'm just now getting to put my hands on the machine and
have tried a number of suggestions I found on the net including unreg and
reg, making some adjustments in Services, re-reg WU .dlls, and attempted
msicuu2.exe cleanup utility that gives me a similar error about Installer
problems. I get this when I try to uninstall and also when trying to open
Excel (Office XP). Can open Word just fine.

At the same time, I cannot get KB951847 to install. Looks like it dl's ok,
but then craps out at the end of install.

There is a very good chance that you are seeing the effects of a hijackware
infection!

NB: If you had no anti-virus application installed or the subscription had
expired *when the machine first got infected* and/or your subscription has
since expired and/or the machine's not been kept fully-patched at Windows
Update, don't waste your time with any of the below: Format & reinstall
Windows. A Repair Install will NOT help!

1. See if you can download/run the MSRT manually:

NB: Run the FULL scan, not the QUICK scan! You may need to download the
MSRT on a non-infected machine, then transfer MRT.EXE to the infected
machine and rename it to SCAN.EXE before running it.

2. [WinXP ONLY!! =>] Run the Windows Live Safety Center's 'Protection' scan
(only!) in Safe Mode with Networking, if need be:

3. Run a /thorough/ check for hijackware, including posting requested logs
in an appropriate forum, not here.
