0xc800021f bits service missing

I have a Windows 2000 server SP4 with SQL Server 2000 SP4. When I try to do
the automatic updates, it never gets past scanning for the express updates
and then bombs with error 0xc800021f. The bits and cryptographic services are
not there. Do I need to reinstall the OS SP4 or what? Where do I start to get
the Windows Updates to work? Thanks in advance.
