11/13/06 update causes Webproxy errors?

Since updating the latest WIndows I am now getting WebProxy errors
immediately after bootup.

Before doing the update I created a system restore spot, but now it's
gone, so I am unable to revert back to pre-update configuration.

Also, Panda no longer updates (I've already contacted them).

I'll check firewall settings, but something REALLY changed with the
latest update.

Did you download and install IE7 with this update?
