Apparently, it does, unless you're running the 64 Bit version of Vista.
And even if it doesn't, you could always download Microsoft Virtual PC
2007 and install an OS like Windows XP into a virtual machine so that
you can.
But this does beg the question: Why would you want to run an old 16-bit
program anyway other than as a history lesson?
