2 questions: 1)Delete a KB File and 2)App failed to initialize

Hi!!
Got 2 problems:
1)With Windows Live One Care, I get an error: Application failed to
initialize. Ref Oxc0000135.
2) With Windows Automatic Update, I need to delete the KB919029 request.
Windows can't update since this update won't install. I have changed Office
packages to another office suite, and don't need this update anymore, so I
need to get the update request deleted, so the Windows Automatic Update will
run again.

Any ideas would be so very welcomed. Thank you.
