i have a dell d521 runing vista.

when i start the pc up. it takes about 20 mins for everything to load. i can
use the pc with 2-3 min. but when it gets around to load the drivers for my
network. i can can not get to anything that is on my hone network nor the
internet. . this happen once before an i ran a registry cleaner and the
problem went away. i can run word, excel, and other programs.

i've been trying to find out if vista has a process like in the old days.
you ccould load your start up process one at a time to see what the hold up
is. the sys does start working after 20 mins.

AFAIK you can't load your processes one at a time like you could with
Win9x/ME. Try a clean boot:

First thing I would check is the Event Viewer to see if there are any logged
reports that could probably give a clue as to what might be causing the
performance issues.

I would do a disk clean up, download and install the latest device drivers
for your system, run a system scan with your Antivirus and Antispyware
utility. Also, make sure your applications and are up to date.

Open the Run Command (Windows key + R), select the 'Startup' tab uncheck any
unnecessary programs that might be starting up with the system.

i would try this.
open welcome center
click on:-windows experience index.
then advanced tools.
create a system health report.
then see if you have any performance issues.
if you do then you may start or stop them in the services log.

This sounds like a problem with your network. On startup go to Control
Panel->Network & Sharing Center and make sure you have an early connection to
your network with both "Local and Internet Access". Is it taking 20 min to
get internet access? If this is not the problem, take a look at your Repair
Vista Options. You may need to run Startup Repair.
