2003 Server IE won't load

New installation of 2003 server. Terminal services loaded, Citrix loaded,
SP1 failure...uninstall and reinstall from downloaded IT 350Meg+ file. IE
will not work. Double click, processes shows iexplorer.exe for a moment then
it goes away nothing appears on desktop. After reboot "send (don't
send)error to microsoft" appears one for each time IE was double clicked.
Using firefox to post this. Integration of browser with O/S...blah!
