2003 Server not being offered updates from Windows Update

For the past few months our Windows 2003 Servers with Service Pack 1 are not
being offered security updates when we go to the Windows Update site. They
are being offered the malicious software removal tool and killbits but none
of the security updates. We purposely do not want service pack 2 on these
servers so we decline this and go to other updates. Here we would normally
get a list of the updates for the month. Service pack 2 servers work just
fine and are offered the monthly security updates. Can anyone help me with
this?

May I ask why you purposely are keeping yourself from being supported?
