2003 Server Service pack 1 issues

Ok. I tried a fresh install, and tried to apply SP1 b-4 I do the rest
of the Windows updates. The file extracts, gets about halfway through
the install, then starts erroring out with "file copy errors". Cannot
copy <filename>. I browse to the update folder, the file is there, I
highlight and hit retry. Same result.

What is wrong with this thing????
