2008 r2 manage remote desktop session host - gray connect and remote control for user

sorry for my english. I do not know if this is the correct channel to
problems with 2008r2?

I have a server with activated remote desktop session host

when the user connects to the server with rdp of windows7sp1 see the
account connected to the server in remote desktop services manager but
if I only see user selection:
disconnect
send message
reset
status
log off

but connect and remote control is gray

i see also rdp-tcp - properties - remote control but is gray

I read the forums on policy etc. but I do not get results
