3.7.1 Installation Note And Why does ZoneAlarm Block it

I'm reading about a lot of installation problems with 3.7.1 so after many
attempts, I stopped Norton Antivirus and stopped Zonealarm, removed and
reloaded ActiveSync. Now it works but only as long as ZoneAlarm is OFF.

Problem: The PDA connects OK but then displays "Critical Communication
programs have failed to start". RESET.

What is Zonealarm blocking that prevents ActiveSync 3.7.1 from running?? I
didn't have any problems with previous versions of active sync.

IPAQ 3635 using the USB cradle for sync. Works on all previous versions of
Active Synce with Norton AND Zonealarm.
Windows XP Pro SP1 ONLY, not SP2
ZA Version 5.5.062
LAN Address 192.168.0.1 (router)

Hi,
ZoneAlarm is blocking access to TCP/IP. ActiveSync uses TCP/IP to
communicate with your Pocket PC. So until you authorize ActiveSync to use
TCP/IP you won't be able to sync.

It doesn't make sense to me that ActiveSync needs access to the
Internet just so it can manage USB communications between a PDA
and a PC that are sitting next to each other. Nothing in the
synchronization process should be going out over the Internet.
