32-bit oem upgrade to 64-bit oem

I have an OEM 32-bit version of Vista Ultimate, is it possible to upgrade to
a 64-bit version without purchasing a new license? I built the computer my
self through my own company, and the Windows Support wants me to pay $60 to
ask a 25 cent question. So the real question is Can I get a 64-bit
Installation disk and Reinstall vista ultimate as 64-bit, Or do I need to
purchase a Retail version?

You will be purchasing a new product.
Just because you have a license for 32bit already purchased doesn't mean you
can get 64bit for free.
