Obviously the machine is out of warranty. It also seems (from the
description) that the video card is integrated into the motherboard - so if
it has "burned out", I think the symptoms would be broader than an inability
to use 3D applications.
You said you installed the drivers for the card from Intel? I would grab
those if you have not - they are the actual makers of the chipset, so their
drivers may remedy the problem where Gateway's did not.
Before I would go spending money on a new video card (truthfully, the Intel
chipset is fine as long as you aren't into 3D games) - I would backup your
stuff, slipstream/integrate SP2 into your Windows XP CD and reinstall from
scratch to verify it's not just something awry with your current install.
If you did it right (with a third party imaging utility to fully backup your
system NOW as it is) - then you could restore if it did fix it and see if we
cannot figure out is wrong. If it turns out to be the video card (in other
words, it still fails after a FRESH install of Windows XP) - then you can
restore the image and then go out and get a decent video card and install it
and move on..
