Windows only tracks 4 control sets: Current, Default, Failed, and Last
Known Good (see HKEY_LOCAL_MACHINE\SYSTEM\Select). Normally, all 4 of
those point to only two or at most three sets (CurrentControlSet is
really just a pointer to one of the ControlSet00x). I would look to
HKEY_LOCAL_MACHINE\SYSTEM\Select to see what is there, and post it here
so we can see what is up.

Wow, that's a new one for me. 3c in hex is 60 decimal, so that maps
correctly, but I've never seen any control set numbered higher than 3.
Since that is the entry for the last known good control set I wonder if
you have some kind of system recovery software loaded, like Go Back,
that is doing this. If not, I'd do a shutdown / restart and see if the
entry for LastKnownGood has changed, and if so what it is.
