Is 64.4.23.220 a genuwine Windows Update address or a fake address

When i booted into Windows (XP Pro) today I immediately noticed that my
computer had established a connection with 64.4.23.220 and began transfering
data. Although i do have automatic updates turned on, a trace on that address
revealed the following:

Name: Unknown
IP Address: 64.4.23.220
Location: San Francisco (37.778N, 122.417W)
Network: HOTMAIL
Registrant contact information is not available.
--------------------

A hotmail network? I thought that a bit odd.
A Trace on windows.updates.com reveals the following:
--------------------
Name: windowsupdate.microsoft.com
IP Address: 207.46.205.190
Location: Seattle (47.611N, 122.333W)
Network: MICROSOFT-GLOBAL-NET
See Registrant Pane for registrant contact information.
--------------------
Totally different network.

I entered 64.4.23.220 into IE and it came up with Error number: 0x800C0002
and "Windows Update has encountered an error and cannot display the requested
page. Try refreshing the page....etc etc"

Did as advised, went back to the same page, and encountered the same problem.

Anyone have any ideas as to what this isssue is caused by?
