Try *temporarily* disabling your AV app, too.

I did that all (disabled AV, spyware, and firewall) and rebooted it still
does the same thing.

[To keep track of things, it helps immensely if you include all of previous
message(s) in your replies to the newsgroup. Thank you.]

1. Write down the .NET Framework versions which are already installed:

How to determine which versions of the .NET Framework are installed and
whether service packs have been applied
http://support.microsoft.com/kb/318785

2. Now see Resolutions Methods 1 or 2 in
http://support.microsoft.com/kb/923100 (ignore the title). After running
the appropriate/needed tool, (re)install all .NET Framework versions
manually using the download links on the page.

Thanks, but is there any way I can get remote assistance? Like the help desk
at my workplace, it makes me nervous deleting files and such.

Since KB951847 is not a security update, it doesn't qualify for free
support, Steve.

OK, I guess I'll live without it, I hate not getting the updates, though, I
used to have a computer that would screw up most updates, I hope this one
isn't headed that way, it's just over a year old.

I tried all of the above steps with no luck. Is there a way to make Vista
"ignore" this update?

No luck after all of the steps. Is there a way to make Vista "ignore this"?
