80070490 Vista Windows Update Failing

System Update Readiness Tool for Windows Vista (KB947821) [August 2008]

This tool is being offered because an inconsistency was found in the Windows
servicing store which may prevent the successful installation of future
updates, service packs, and software.

This will solve the problem - I ran into this on 3 different Vista X64
machines and they all were corrected -
