80070643 for WUA 7.4.7600.226

I am recieving the above error when attempting to install the update for the
Windows Update Agent version 7.4.7600.226. This is on a Server 2008 box that
is also running as a WSUS Server (Which is functioning fine). The root of
this issue was installing SP2 for WSUS, well basicallly killed my WSUS. In
the process of fixing this issue i had to rebuild the internal ms db and iss
settings. At this point the local update agent stopped working. In WSUS the
server shows as never having reported. i've tried various solutions and read
KBs, but to no avail. I've tried local install, cleaning up the
install/removal, etc. The update continues to attmept to install and every
once in awhile will report as successful, but then it just goes back to
trying to install itself and failing.
