Is KB947281 being offered either via Windows or Automatic updates ?
I'm assuming that Vista SP1 came down via Windows update, correct ?
Please read this first:
Learn how to install Windows Vista Service Pack 1 (SP1)

Then read KB947821 and make the necessary registry edits.
Download KB947821 and *save* it.
When the download completes, close the browser and any other open programs.
Install KB924871 by *right* clicking it and choose 'Run as administrator'
It will run automatically after it's installation
When it's finished, *restart* the system.
CheckSUR will create a log file in
WINDOWS\Logs\CBS\CheckSUR.log
Either post the CheckSUR.log or ...
Download the stand-alone installation package, save it, and *completely*
disable the installed antivirus software prior to installing it:
32 Bit [x86] Vista SP1

Now try to install SP1 once more.
If the installation fails once more:
Unlimited installation and compatibility support is available at no
charge until March 18, 2009.
