I found the solution for the problem.
Uninstall any versions of Microsoft .NET Framework. Go to the Control Panel
then click Install and Remove Programs and choose Microsoft .NET Framework
and remove it. You don't need to restart your computer. Try to update and it
will probably work.

AND

if you used the NET 1.1 download olso the NET 1.1 SP1 !!!!
