Based on what you have said so far, the fact pattern suggests the following
results:
1. Your ISP is blocking access to downloading from Windows Update, because
it requires authentication.
or
2. Your ISP is blocking, but only until you get a popup asking you to
provide a username and password to go through it, in which case you are not
blocked from using the Windows Update website to download updates. You are,
however, blocked from using Automatic Updates (AU) to install, since AU is
designed not to produce popups--but instead redirects errors to the log.
To further understand your situation, would you please run this utility and
then send me the resulting .CAB file? I am assuming you are using Windows
2000 or Windows XP. This file simply collects a number of logs on your
system and rolls them into one file for easy attachment. Please ignore this
procedure if you are using Windows 98 or Windows Millenium:

please copy and paste it into notepad, verify there are no spaces, then copy

Here's how to do that.
1. When the file completes running, it will present a window. Close this
window.
2. Open your email program and create a New email message.
3. In the new message, put my email address:
a-
(please remove everything between the "@" sign and the "m" of microsoft.
This is done to stop capture programs from collecting legitimate email
addresses.)
4. Click whatever button your email program uses for Attachment
5. Click Browse
6. Go under your windows directory and double click on MPSReports
7. Double click on msus
8. Double click on Reports
9. Double click on Cab
10. Select the file there that ends with "..._MPSRPT_SUS.CAB".
11. Click OK.
12. Send the email.
