823559: Security Update for Microsoft Windows fails repeatedly

the windows update continues to state new updates available.....each time I
try to download the update listed above it fails. What do I need to do to
correct the problem

Roselaine;
If you have windows XP Service Pack 2 installed, this is not necessary since
it is included in SP-2.

Download the appropriate version for your Windows XP.
Reboot
Disable all unnecessary applications including anti virus.
Double click download and follow prompts to install.
Reboot.

Otherwise follow the Windows Update Checklist:
