I have the original 911280, and when I go to the Windows Update site, it does
not offer me the revised version.... Should I just leave it be as is, or
should I manually download the'new' version?

Never mind. After reading the FAQ (I should have done that FIRST!!!!) on the
link you included, I guess if I am working fine, I have no need to install
newer version.

Am I correct about that? I mean, the newer version has no enhanced security,
just fixes some bugs in the original version?

Why did Microsoft reissue this bulletin on June 27, 2006?
Microsoft updated this bulletin and the associated security updates to
address the issues identified in Microsoft Knowledge Base Article 911280.
Only customers who use dial-up connections that use scripts that configure
their device for parity, stop bits or data bits or a post-connect terminal
window or dial-up scripting, are affected by the issues identified in the KB
article.

I don't understand why you are not offered the revised update - maybe you
have no dial-up network objects defined.

In any case, there is no harm in applying the manual update, but if you
apply a manual update, it does not appear in Windows Update History.
