98 no longer able to update

Stumbled across a real puzzle. 98 is no longer able to scan for updates. When
attempts are made, the page comes up saying that Active X is blocked, click
the bar to allow...but 98 doesnt HAVE Active X bar to block or unblock. Also
on page it states that you must get Administrator rights to continue...what
administrator? This in not a server unit or a networking unit or 2K/ME/XP
machine. I have searched the MS database, but have come up empty handed...any
ideas to this strange puzzle?
