98SE error 0x800C0008

I get the above error code with the following message when checking for
updates at this site.

"Windows Update has encountered an error. This may be to a discrepancy in
your computer's time setting."

http://v4.windowsupdate.microsoft.com/en/default.asp

The date is correct in the BIOS and in Windows. If I change the URL to
https, then Windows Update runs correctly.

Does anyone have a solution for this?
