i have recently upgraded to vista home premium. just last night I was
tweaking the security settings and now i find that that my C:\ drive is not
accessable, therefore i cannot access many programs, save files to other
locations, etc

What drive do you boot from then ?

Do a system restore to before you mucked around with it, and changed
permissions!

Start>Programs>Accessories>System tools>System restore

How? Exactly what security settings did you change and what did you
change them to?
