Domain membership is not relevant. Go into the Zone Transfer settings of
the Domain Controller found in the Properties of the relevant Zone and set
it to allow transfers to the second DNS.
Your choices are:
1. to any server
2. to only servers listed on the nameservers tab
3. to only to the following server (provide a list of IP#s)
