Access Denied error

I've got a secondary DNS service running on my computer that runs the LCS
Access Proxy. We recently had to replace an expired certificate on this
server, but ever since then this DNS service has crashed, which I expect is
why the Access Proxy service can't start either.

Here is the event log message:
A zone transfer request for the secondary zone xx.yy was refused by the
master DNS server at 192.168.100.10. Check the zone at the master server
192.168.100.10 to verify that zone transfer is enabled to this server.

The access proxy is not a member of the domain, as prescribed. If we go
into the DNS service, it shows that the zone was not loaded. Any ideas how
to get this to load?

Which direction does the Transfer go in?
From where?
What is the Master DNS Server?

It looks to me like the Master DNS is refusing and not allowing the
Secondary DNS to have the Zone contents.

The access proxy is the computer in question, this is running the secondary
zone. It's trying pull the zone off the Domain Controller, which is the
master DNS server.

And yes, the master DNS is refusing the secondary DNS from getting the zone
contents. How do I fix this, especially if the secondary DNS is not a member
of the domain?

Domain membership is not relevant. Go into the Zone Transfer settings of
the Domain Controller found in the Properties of the relevant Zone and set
it to allow transfers to the second DNS.

Your choices are:

1. to any server
2. to only servers listed on the nameservers tab
3. to only to the following server (provide a list of IP#s)
