Access Denied (policy_denied)

Hi all,
I keep getting

Access Denied (policy_denied)
Your system policy has denied access to the requested URL.
For assistance, contact your network support team.

for websites such as http://www.ncirl.ie

This happened all of a sudden.

I'm on Vista, and the system restore didn't fix the problem.

That web site for the National College of Ireland opens fine using
Firefox and running Ubuntu. Maybe you should consider dumping Hasta la
Vista, Baby and getting a real operating system. Check it out at
http::///www.ubuntu.com/ It's FREE.

(Removing shoes)

Had Ubuntu on the laptop for a while, but don't have LAN access.
Using Huawei e630 Datacard, on HSDPA.

Very little support for it. Some workarounds, but you need access to get all
the apps/libs/drivers to make it work!
Don't get me rong, I'd love Ubuntu, but It's just too much for a noob like
me without LAN internet access.
(Was running 7.04 and 6.01)

I do not have any problem accessing that site with Vista and IE7

A couple of possible problems
Parental Controls (but the message should be different)
If you are in a business environment it could be do to a change made by your
IT folks

Three questions
What browser are you running? (IE, Firefox...)
Is the message coming up as an error message or as the content of the page
How quick does it come up when compared to other websites
