"Access denied" in Recovery Console (recovering from corrupted reg

Hello. I’m trying to recover from a corrupted registry that is preventing my
Windows XP Home edition from starting. I have the Microsoft article (307545)
to help me. My problem is in part one of the of the four steps I need to
take to fix it.

At the C prompt in Recovery Console, I type in “md tmp”, as instructed. I
get an error that says, “Access is denied”. When Recovery Console starts, it
doesn’t ask me for a password, it just shows the C prompt. How do I get
around the “Access is denied” message?
