Access denied while creating domain DFS root

Hello:

I am trying to create a domain DFS root and as the wizzard finishes, I get
an access denied error message. Here is the exact message:

The following error occurred while creating DFS root on server
SERVERNAME.DOMAIN.COM:
Access is denied.

I am an administrator on this member server but I am not a domain admin.
Does adding a domain DFS root require domain administrator privilages?
