Accidently Deleted Program List From Start Menu

Hi, I'm am using Windows Vista Home Basic. I seemed to of accidently deleted
my program list from the start menu after deleted a folder labeled "programs"
which was on the start menu and appeared to be empty. It still resides in my
recycle bin but all efforts to "restore" the file aren't working. Thanks.
