general performance on this laptop is slow, yet TaskManager
doesn't show that cpu runs over 30-40% or so. Likewise, the hard
drive light doesn't show thrashing. But programs are slow to load
nevertheless.

ALSO: bootup takes a very long time, and there are many periods
during bootup when I can't even move the mouse pointer. (The HD
light doesn't show thrashing or an excessive amount of disk
access on startup either, things are just mysteriously locked up
somehow.)

Where do I start? Thanks.

If you have a dual core processor, make sure task manager shows both. Then
check for spiking on one core. If a new pc, I would contact Acer. You
could give your specs so someone with a similar machine can comment as to
their experience.

How about a little more info? Model, processor, RAM, etc.
