ACTIVE SETUP PRODUCT UPDATE

I am on Windows 98 and just recently I am getting a small window on my
desktop when I power the system up saying:

ACTIVE SETUP PRODUCT UPDATE
"Setup is unable to update any components. Please check your internet
connection and then try again".

What is this all about and how can I stop it from appearing?
