Sometimes there is a setting of the programs which says always stay on top
of all other windows or always stay on background. You can check the
settings of the program whose window covered your new opened program or the
program you open newly. Use the settings menu, Window menu, settings
program, configuration file, ini file, right-click popup menu, reverse
engineering tools...
