Activesync 3.8 won't connect to Ipaq via usb

I have an HP Ipaq 6500 series w/ Windows mobile 2003 second edition. I
installed activesync 3.8 on my computer. When I place the device in the usb
cradle, activesync on the ipaq shows "connecting" for a second then it shows
that it is not connected. On the computer activesync will show
"connecting..." until you take the device off the cradle. The computer is
running windows 2000 SP4. I have tried changing device name, reinstalling
activesync... Can anyone help?

Do you have a software firewall installed?
